Can the county sanction me if I don't do what they say?

Most counties can sanction or penalize you if you turn down a job offer, refuse to do a work or training program, or break a county rule on purpose.  The county might stop your GA payments or tell you that you cannot reapply for some time period.  The county must let you provide a good reason (good cause) for not doing what the county wanted. If you think that is unfair, make sure to appeal and ask for a hearing.  The hearing information is on the back of your notice.
