Due Process for child care appeals

At long last, the California Department of Education has issued a Management Bulletin to Child Care Contractors setting out the appeals rights for caretakers.  Things like having a notice that sets out the basis of the action in understandable language, a legal authority for the action, the time to appeal, and (if correctable) what steps can be taken to avoid the adverse action.  (Time to appeal CDE hearings is still 14 days.)  The Bulletin also requires that a recording of the hearing be made and kept through the time to appeal, the right to examine and cross examine witnesses, and to have a neutral arbiter for a judge.
