The Center on Budget Policies and Priorities has published a paper that provides links to state information available online regarding low-income benefit programs.  Includes an overview of whether the state provides just information, or also on-line application processes, on-line manuals, whether they have the cadillac ability to allow applicants and recipients to check their application status, renew benefits, update family information, and even review benefit information online, and more.
